4R Strategy consist of Rescue, Refer, Reintegration and Rebuild the Lives

LEEDO’s mission is to protect, empower, and rehabilitate vulnerable children and women—particularly those living on the streets—by ensuring access to their fundamental rights, such as shelter, education, healthcare, and dignity.

In pursuit of this vision, LEEDO follows a comprehensive 4R Strategy, which serves as the backbone of its child protection and rehabilitation efforts.

Rescue

When a street-connected child places trust in LEEDO’s rescue team, a structured and child-friendly intervention process is initiated to ensure the child’s safety, legal protection, and eventual reintegration. The steps are as follows:

  1. Building Trust: LEEDO’s trained outreach team first establishes trust and rapport with the child, ensuring a voluntary and informed decision to seek support.

  2. Rescue and Safety Assurance: Once the child agrees, LEEDO proceeds with a safe rescue from the street or high-risk environment.

  3. Legal Documentation (General Diary): A General Diary (GD) is filed at the nearest police station in the area of rescue to document the case officially and comply with child protection protocols.

  4. Transitional Shelter Admission: The child is then brought to LEEDO’s SETU Bandhan Transitional Shelter, where they receive immediate care, including food, clothing, medical check-up, and psychosocial support.

  5. Family Tracing and Assessment: Simultaneously, LEEDO initiates family tracing and conducts a thorough assessment to evaluate the possibility of safe and sustainable reintegration.

  6. Reintegration or Referral: Based on the assessment, the child is either reintegrated with their family or referred to LEEDO Peace Home or other long-term care facilities, if reintegration is not immediately possible.

When family reintegration is not possible due to the inability to trace or verify the whereabouts of a rescued street-connected child’s family, LEEDO initiates a formal referral to a long-term care facility. This may include placement in LEEDO’s own long-term shelter, such as the Peace Home, or in a suitable residential facility operated by partner organizations.

In these long-term shelters, the child receives comprehensive care and protection in accordance with national and international child rights standards. This includes access to nutritious food, medical care, clothing, formal and non-formal education, life skills training, and psychosocial support. The aim is to provide a safe, stable, and nurturing environment that promotes the child’s overall development and long-term wellbeing.

LEEDO reunites rescued children with their families wherever possible, ensuring the reintegration is safe, sustainable, and in the child’s best interest.


The reintegration process involves family tracing, counseling, and socio-economic assessment. LEEDO evaluates whether the family environment is stable and capable of supporting the child. Where needed, LEEDO also supports families through livelihood assistance, parenting guidance, and follow-up monitoring to reduce the risk of children returning to the streets.

This final step focuses on long-term rehabilitation. LEEDO provides education, vocational training, life skills, and psychological support to empower children and women for independent, dignified futures. For families, LEEDO offers income-generating assistance and capacity-building programs to break the cycle of poverty and vulnerability.
